Cheetahmen II is the unfinished sequel to game #52 of Action 52 ( tasvideos.org/... ). The game contains 6 of the 10 levels originally proposed, in which the player takes control of Apollo, Hercules, and Aries, switching off every two levels.
This run is done with a patched ROM that allows all 6 levels to be played without invoking rare glitches. Here ( tasvideos.org/... )'s the run of the original ROM that uses the mapper register glitch to start from level 5.
illayaya ( tasvideos.org/... ) saved 00:03.29 seconds over the previous run ( tasvideos.org/... ) by using a warp in the third level.

Their platform was "Kids is dumb!" so as long at it's a video game the dirty little goblins will eat it up and force their parents to pay up the noise, and what happens after that? FRANCHISE! Also, breakfast cereal. The coke really did make it seem like a good idea.

If they put all their effort into one game instead of 51 other awful ones, it might have had a fighting chance. If Bubsy could make a comeback, the Cheetahmen might have as well.

Judging by how some ground structures are colored, I'll say that the outside levels take place on a somewhere where it's main source of light is below everything.

It may seem like the game was a cheap mess of a cash grab and their game is a mess but it's not cheap at all! The stunning sprite work that went into the Cheata men AND the near-perfect industrial sync sound sensation is where all the money went.
