It's a display setting found in many arcade game ports that allows you to rotate the screen 90 degrees. This is because arcade games use vertical displays in their cabinets but home televisions are horizontal. This causes the game to be squished to fit the format. You have to literally turn your TV or monitor on its side to use tate mode, but it offers a more authentic arcade experience.

You can do that with basically every sega saturn smup by selecting "arcade" and it's great!
