It was a controversial show of force by some of Cape Town’s most powerful taxi bosses: Children’s education held to ransom as they demanded a slice of the Western Cape’s multi-million-rand transport tenders. In February, thousands of pupils were left stranded as taxis blockaded Khayelitsha, preventing the ferrying of children to school by parents and other forms of scholar transport. Is this a symptom of a larger malaise taking over South Africa, where powerful interests use intimidation and the threat of violence to grab tenders awarded to others?

Imagine your child is taking a taxi driven by unlicenced, rude, unroadworthy vehicles and gangsta taxi drivers who are always killing each other everyday.

The bottom line is that we are part of an open market and people must get educated about this. Localisation can not be at the expense of open and competitive bidding for business.

It happens in Durban also. The taxi members stop mini vans carrying school children and threaten the drivers. Even private mini vans are stopped. They also do not allow Uber etc. The purpose of the taxis were to provide transport first. Now it has become about money first.

Not easy to tax money that is never banked, no invoices or receipts given to a paying member in the taxi. the only way to combat this... digital payments, e.g scan to pay in the taxi. But i think SARS gets there share via petrol either way, so it's an acceptable loss

If I was a parent of one of those kids. I would not want my kids and less my daughter to get onto a taxi where there are general public.

3:40 The taxi bosses should also offer the bus owners a deal to operate on their routes to make the things fair for everyone. They can't just take and not give anything to the other party.

Our Road Transport Agency is the 1 that does awards the routes. Even the taxis themselves they don't just operate anywhere. They got restrictions which if they are caught operating outside of their allocated routes their cars get impounded by the police. So it's only fair for them to be considered or engaged if the government is introducing an alternative transportation in their routes. Furthermore if there is another taxi association operating in certain route the government (RTA/other bodies foreseeing the allocation of route) they don't issue permission to operate on the same route to another taxi association. That's part of the rule set-up by the government, yet again they turn around issue contract to busses to operate on the very route. The government is to blame in this. It draws the battle ground between the taxis & busses by putting different rules to both parties to operate under while they both work on the same basic principle(transporting people from A to B) is just unfortunate the people who suffer are kids in all this. & the government is standing aside and watch while he's the one who started! Before this contracted existed who was transporting these kids? How where they going to school? Did they consider that person/business first?

Taxi owners should apply for tenders like everybody else and adhere to the strict regulations as the bus owners do if they are awarded the contract... Disappointed by the community for not standing up for their children I am not sure why no action was taken. However i agree that some services should be done by competent local businesses.

Would be interesting if (by law) the only entities allowed to transport the children, were the schools or parents themselves. That way the money stays in the school for improvements and hopefully stops the unnecessary disruptions.

Lol, I love how the Minister was very careful to tailor his statement "We are simply not a mafia state..........Here in the Western Cape". And he's right. I lived in Joberg all my life until two years ago and I was proud of the city, but the first time I travelled to to my wife's family in Tongaat I was angry, I was angry at how nice their roads were compared to the garbage we were left with in Joberg. Honestly the Western Cape is the last true stronghold of democracy in SA, everywhere else is just a mafia state. This is how it started in Zim......

Taxi associations need to be stopped, they've got this weird belief that they are the only one entity that has the rights to provide transportation. Its not fair to everyone else to have no freedom to choose what transportation they use.

Who are these people to dictate who the kids have to travel with. I hold the ANC government responsible for all of this madness. The department of transport is afraid of dealing with these thugs and i can promise you that nothing will be done.

Absolutely brilliant reporting and interviews!! It’s such a catch 22 - local businesses must be prioritised as service providers- but why are they all too often not able to meet required service and safety standards? ? Small providers need more assistance from gov to formalise. It is not acceptable under any circumstances to use children as bargaining chips. Ever. With regards to the taxi industry and considering its violent history and current culture of absolute disregard for safety of its passengers - I have to take the WC MEC for Education’s side in this case. I am all For including the little local providers and helping them grow. I’m just not convinced that an organization that needs armed security and that can bully 5000 children into staying home from school is a “little” friendly local business that has the community’s wellbeing and future growth in mind.

This is monopoly mathematics, business in a free market economy needs to stay open. We can't afford to keep caving to their greed. Now people are forced to buy cars and congestion is a result of people choosing to be free from a frankly abusive business model. A person working 15km from home is forced to take 2 taxis because these guys have a system meant to squeeze as much money as possible from the poor. They shoot long distance buses from Gauteng.

But taxis already make a ton of money from their routes alone. Yoh ha a. The entitlement of taxi owners is something else. A friend of mine was assualted by taxi drivers for trying to hitch a ride to Klerksdorp. He didn't have enough money for taxis, so the only way he could get back home was to ask motorists on the main road. He and 2 others were forced into a taxi and he was beaten up after he kept expressing that he didn't have the money to pay them. Bloody bastards and their whole industry should be banned entirely and replaced with rail and busses.

A dark sun has risen over the Western Cape & is singeing all that we have built up over the centuries. I trust that the Da Provincial government is fully aware of the implications it holds for us & is taking all the necessary steps to monitor & stamp out this insidious cancer eating away at all of our hard earned social structures. When the mayor of Cape Town Gordan Hill Lewis talks about an additional 10 million new arrivals here to be expected, the city ratepayers are going to be hard pressed to finance the infrastructure needed to prevent the city & its environs from descending into the living hell of 1 big squatter camp. Some hard decisions will need to be taken , Not. much financial help can be expected from the ANC government for obvious reasons even though the flight from their own party ruled provinces is causing this massive population movement . Clearly our local government & businesses should be doing some hard lobbying in foreign countries to finance this urbanisation tidal wave facing us.
