I think you misread the point of that line. He's not sad that Richard kept his dollar because he's broke and needs it. He's happy that Richard kept his dollar because he feels honoured that somebody he idolises wanted to keep something that belonged to him. The joke is that him and Chandler have an unhealthy, almost fangirl-like obsession with Richard.

@@abdulrahiman9347 Maybe you should learn to pick up on social cues. He turned and said it to Chandler, somebody who was also idolising Richard at the time. There are two parts to this joke (maybe three). 1. Chandler and Joey were idolising Richard like a pair of fangirls. 2. Joey is stupid and kinda child-like at times, so his idolisation was kinda exaggerated to the point of portraying a common obsessive trope. (This is actually quite a common trope and it's kinda hard to believe you are missing it.) Maybe 3. Chandler, being not-so-extreme himself, just sorta eyerolls at Joey's reaction, further pointing out how silly Joey is behaving. Seriously. They spent the entire episode building up their obsession with Richard to the point where they imitated the way he dresses and even grew mustaches to emulate him. They even ended up considering him as a father figure. This is one of the moments that is building up to that. You've mistaken the quivering tone in Joey's voice for sadness which is simply not the case.
