the Sipowicz joke explained: It's a reference to the show NYPD Blue which ran on ABC from 1993 to 2005. Andy Sipowicz was one of the main characters, he was indeed a "big guy, kind of bald", and his partner Bobby Simone died in season 6 (1998, a few months before this Friends episode aired) and was replaced by Danny Sorenson, portrayed by Ricky Schroder, who people knew as the child actor from the show Silver Spoons (1982-1987).

See what happens when don't follow the rules. She not only impersonation of a plain clothes detective law enforcement agency officer 👴 She allowed him to go unpunished for not reporting the misfortune of misplacing his police credentials so twice she impersonated a operative not just once. She simply got lucky they cop felt sorry for her and just wanted his own police badge back and wanted to go back to work but, personally I think that he left it there on purpose to see if someone else would use it to get up to no good there. He was probably just hoping for a guy to pick it up so he could arrest them

It's been shown repeatedly that in the US, cops can do almost whatever they want, and the police union will back them up to the bitter end. There's a case where NYPD cops raped a girl, then tried to say it was consensual and then tried to intimidate the girl and her mother into silence. Shocker, no one ever received jail time, and the NYPD did the usual investigate themselves and found nothing wrong bullshit.
