Nice! Is this app free? And don’t need a computer to use it? Also, does it makes textures like oil? Or water color paper? Or is just flat colors on a surface?

I'm afraid its not free, but tis not expensive. Its available on Steam and the Oculus Quest store, and for use with Virtual Reality headsets. The Quest version does not require a computer. Its specifically simulating acrylic paints on canvas, and can export as a flat image. There is another app "Vermillion" that specifically does oil paints, complete with thickness and texture.
