Play vex against teemo, it's an easy matchup as vex top. Any q+aa harass teemo can do guarantees 2 combos: 1. Vex q(passive scare)+e(marks enemy as dashed)+aa(procs passive extra dmg). 2. e(passive scare + marks)+q(procs passive extra dmg). 3. Finisher at 50-75% hp: ult+ult+w+q+e+aa+q+ignite. Go q>w>e, a lot of people start with e, because the passive dashed extra dmg proc reduces the timer on your scare. Teemo level 6 isn't huge vs vex, it only makes it so that he can't be ganked without trinket. So isn't Vex's, all vex ult's value is in gap closer and being able to hit your w(which has a lot of base dmg). You want teemo to push, and your wave clear as vex is only from abilities and you can run out of mana early game. Vex level 6 is bigger in value than teemos as it let's you close the gap to teemo quickly and deals some extra dmg for a takedown, but just play passive poke until you can one shot teemo.

I've come to realize that if i see a teeto top im scared cause 9 times out of ten they are clinically insane enough to confidently lock teeto...... I am one of those people :)

You hated vs teemo but I'm quite happy to see him, I can make him conpletely useless in the game in 5m, well, most of the time, because LoL is a team game.
