Without boxing i wouldve never gave a damn about him. But even when he hasnt reached full potential yet,imo hes the 6th strongest,not to mention,he became a boxing legend and an undefeated champion even with his left arm weakened bcus of the experiment and his scar. Hes defintely hella strong.

Old comment but Imma reply. Steve does not have the Devil Gene. Steve was implied to be enhanced because their purpose was to withstand the super-soldier project that used an Artificial Devil Gene. Heihachi did not have the gene and thus, initiated a research project to make an artificial version of the gene to make super-soldiers that can match the likes of Kazuya and Jin. Necessary to this project is having strong subjects that can withstand the experiments. The other kids besides Steve died and Steve was lucky to have Emma to let him escape. This is only speculative but possibly, the transfer of the artificial gene never happened for Steve because Emma let him escape from the latter experiments out of mercy. If he did get the gene, what he could get at most for the time was an artificial one and not the real ones like that of Kazuya’s or Jin’s. With or without the gene, he is definitely strong as a boxer. The wiki states that the effect(if any) of the super-soldier project are unconfirmed. It is possible that he is just a legendary boxer. It’s possible that he had been enhanced and even got the artificial gene but we can only speculate. What is sure is that he is not to be trifled with being a legendary boxer in his time. He's supposed to be british, so his accent should be british. I kinda see a pattern in these fighting games with international characters: in earlier years, no-one really cared about those details. It's kind of a recent thing.

Most Tekken characters change their voices to match their nationality aside from a few others. Hwrang, Eddy, Lili, Christie, Leo and I think Miguel used to talk in English but then they spoke in their own native language in TTT2. While Lars and Alisa speak in Japanese for whatever reason, eventually knowing Lars's reveal in the story made sense kind of but Alisa doesn't make sense. And I can't even tell if Xiaoyu is speaking in Chinese.

The father identity is unknown but chances are, he doesn't know his genes were used in the experiment. Something is telling me that the dad is another Tekken fighter though. Heihachi and The Mishima Zaibatsu was trying to find a way to infuse the devilegene on a human being who doesn't carry the trait like Jin Kazama who obviously got it from his father Kazuya. In the Japanese version dialogue it is said that Steve Fox was suppose to meet his mother and father in the Tekken tournament as he stayed active in the boxing community but I still wonder if the American version is adopting this story.

Actually, being born in-vitro doesn't make Steve a clone meaning someone genes were combined with Nina to create him.
