The information is coming very late in the day. When the Government knows that much can be done using this solution to water problem of Hyderabad, they can as well make it compulsory for every landlord to implement this at the earliest. Hope the government does not look at it as another way of squeezing money from passing instructions and appointing specific contractors who are authorized to take up this work.
