The best solution to any apt where you can't drill holes into the drywall is to jam 8' long 2" x 2" or 2"x1" boards from the floor to the ceiling and then drill anywhere you please. It's much better than the tension rods as you can attach panels that are flush from floor to ceiling without any light, sound or heat seepage which curtains don't even come close to managing. You can even caulk the edges where the panels meet the boards and use insulation foam where the board meets the wall and ceiling for a total seal.
