I really doubt anyone really touch 13 feet,all came close but not quite. Do you know how high you have to jump to reach that? The NBA Draft combine all time max vert belongs to DJ Stephens at 46 inches. For DJ Stephens to touch 13 feet he has to have a standing reach of 9'2. Usually someone who is 7 feet or close to it will have this kind of reach. Being that tall and having a 46 inch vert is very improbable. For big guys, having a vert in the mid to high 30's is very impressive and even a freak of nature (Height wise and athleticism) like 6'10 Dwight Howard only managed to touch 12'6. Based on my calculations he had about a 39 inch max vert and 9'3 standing reach. Is it impossible? No, but I think it is near-impossible. You would have to be a Olympic level kind of jumper with 50 inch++ vert and be very tall, at least 6'5 or taller with freakish wingspan to genuinely touch 13 feet.

By the way I did some research and apparently theres this 6'7 volleyball player who could get 390 cm which is equal to 13 feet or top of the backboard.. 390cm is the highest max reach ever recorded for a volleyball in the history of it. Yeah maybe Wilt could, he needs a 42 inches vertical to reach it which will be very impressive but not impossible. There's another guy on youtube named "Stretch" he ringed a bell that was measured 12'10 on the first try in casual clothes. In the video, he didn't fully extend his arm straight out, kind of leaned forward to touch the bell. I think he could touch 13 feet if he extended fully instead.

How about Robert Wadlow the tallest man in history? Measured at 8'11, would be 9ft or 9'1 tall in shoes. If Wilt at 7'1 had a 9'6 reach. Wadlow at 9 feet tall would have at least a 11'6 reach, probably a few inches more since he has almost 2 foot height on wilt. Lets make a very conservative estimate at 11'8 but if had very long arms it could be 12 feet even. He then needs just 12-16 inches vert to touch 13 feet.
