Its rare that a Texas Start is actually moving before you start engaging it. Usually movement of the Star is triggered by the wrong target engagement order or missing higher plates before you hit lower ones. This is what I have experienced in the Matches that I have attended. I have shot them in conditions where the star is already spinning before you start engaging it. The same general process applies. Engage the top most plates first then move onto the lower ones. The only difference when its already spinning is that you need to track the plates in their movement while engaging them.
