That isn't one of the two parade cars built by Hess and Eisenhardt. This is likely a tribute car and not an authentic Secret Service vehicle. The first clue is the shape of the rear quarter windows. They're smaller and shaped differently from the two Cadillac parade cars used by President Reagan, Bush and Clinton. Second, the orange peel paint on the door. Third clue? The Reagan parade cars rear door windows did not roll down. The presidential parade cars also have fluorescent strips in the ceiling and no TV in back. The final clue is the seat configuration and patterns. The Reagan cars used the non d'Elegance trim with a much taller back seat section and the seating was 2 abreast in back facing forward and three abreast in the mid ship seat facing rear. Very likely what this car is, is a Secret Service limo that was used for lower level diplomats or livery service. There were just two copies of the Hess and Eisenhardt Cadillac. The Reagan library has one and GM has the other one. In both cases, the Secret Service has the keys and only they can move them.Notice also that the Hess and Eisenhardt cars have much larger tires. They made a closer replica for the movie "In the Line of Fire". At first, even veteran Secret Service agents thought it was the real thing, but the tire size and fender well openings gave it away.
