To make the Text Glow effect as preset so you can simply drag & drop it in the future, in the Effects Control Panel right click on the VR Glow effect, choose "Save Preset" and the name the effect whatever you want, no need to change any other settings, and simply save. Now you can access the text glow you just saved as a preset in the effects tab by simply searching it up, dragging, and dropping it on any layer you want.
