The first point is the cost of maintaining arcades. A new arcade from Daytona USA, Air Combat, Virtua Cop, Virtua Fighter 2, Tekken 3 or Soulcalibur was much more expensive than one in CP2 or MVS from Capcom and SNK, respectively. As a result, arcade owners raised the prices of chips and credits per game or did not buy modern machines like the Hyper Neo Geo 64 and the CPS3, keeping the old arcades. In Brazil, laws and court decisions also sought to keep people away from arcades. As a result, only the malls and entertainment centers geared towards the family in general received the new games and the best arcades.
The arcades were already in decline again since the middle of 1994 due to the releases of consoles with similar quality, but in Brazil it took longer due to laws such as the Market Reserve, local factories and the lack of new video games due to the refusal of the companies to launch in a place dominated by piracy. New generation consoles like the Playstation 2 only arrived after the year 2000, which really helped with the demise of arcades.
Piracy has also hampered companies. In China, Hung Shi Enterprise Taiwan launched Street Fighter 2 Raibown Edition, a hack room that sold thousands of copies around the world and became known in Brazil as Street Fighter 2 de Rodoviária. Capcom even tried anti-piracy measures that caused more problems in CPS3 and hindered sales. SNK couldn't face it and after The King of Fighters 2003 was pirated in 2 days, it decided to withdraw from the game production business just outsourcing the production of its works.
On PC, emulators like Neoragex and MAME were used to play arcade games for free. In a short time, they were sold together with arcade game packages without any value being reverted to the game's producers. In 2004 SNK Playmore announced that it was shutting down the revolutionary Neo Geo because of emulators and piracy to focus on pachinkos.
Arcades did not renew their audience as they did not retain new players due to difficulty. The games were made only for those who already knew how to play, as soon as they wanted to learn or have fun, they were quickly destroyed by veterans who already understood the mechanics. Thanks to this, both Capcom with Street Fighter and Rare with Killer Instinct left the market, while Super Smash Bros. was born.
