I think a potential way you could get that to work is putting maybe a phone inside of it, and making sure it’s extra sturdy to make sure the paper isn’t damaged, as well as a way to put the phone in and take it out easily, as well as creating an animation for the face beforehand

Once i brung my first hand dragon puppet to school, because i loved it sm and wanted to show my friends, but all i got was my friend saying she hated paper dragons, hit it out of my hand, and it got creased/wrinkled idfk lol and people calling me a furry and a therian. Im none of those things, i just enjoy making them, but no one understands its NOT a furry if you don’t say its one.

nah it's too easy 💀You glue some sheets of paper to make it long, and draw the paw, then you add 2d paw drawing, cut it, and add rings to hold it! I'll make a tuto on my channel when my camera will be fixed 👌

Tip for dragon puppeteers to not get copied: Some dragon puppet here my he really really complicated dragons, but try and make your dragons really complicated so no one can copy them BTW Hope this helps Love all of you guys dragons!!!!
