Here you are creating manually the app of apps to bootstrap it. Would it make sence to deploy that with Terraform so no click-ops would be needed?

Trying to do the same, only reasonable (terraform apply and boom)

ApplicationSets and App of Apps have their own specific use cases and are both valid patterns. It all depends on what your end goal is.
