The Babbage Forum: Industrial Innovation Policy in China - Current and emerging approaches and priorities in the global context- Professor Xiaobo Wu
On the 26th September 2023, the Babbage Forum brought together senior invited policymakers and academics from twelve countries to jointly explore industrial innovation policymaking in the context of a rapidly evolving global landscape.
Keynote presentations on the key global regions, Asia, China, Europe and USA were delivered including the current drivers, trends and concerns for industrial policymakers in a national and international context.
In this presentation, Professor Xiaobo Wu provides a comprehensive overview of China's evolving industrial innovation policies resulting in the approach today of systemic thinking with a structured and iterative process imbued with the potential for significant changes during the execution of five-year plans.
The presentation addresses six points related to trends and the trajectory of Chinese industrial innovation policy including, decoupling, high-end import substitution, carbon emission reduction, a shift towards upstream innovation, debt financing and talent cultivation. Though detail of these six trends were discussed, it is the scale of the STEM graduate pipeline and the rate of successful breakthroughs in identified “bottlenecks” resulting from decoupling, that draws particular attention.

Professor WU Xiaobo is currently serving as Dean, Faculty of Social Sciences, Zhejiang University, the director of National Institute for Innovation Management (NIIM), the director of the Zhejiang University-Cambridge University Joint Research Center for Global Manufacturing and Innovation Management and Ruihua Institute for Innovation Management. He also serves as Board member and the vice-president of the Central, East European and Middle Asian Network on Management Development Association (CEEMAN).
Professor WU has been actively involved in management consulting and was the advisor and board member of leading companies including Geely, Siemens China, Hikvision, Hangyang, Hengtong, XIZI UHC and etc. He is the Executive Vice President of International Council for Small Business (ICSB) China, and he had been elected the Senior Vice President of ICSB from 2011 to 2012. He also serves as the president of Zhejiang Provincial Technological Innovation Association and Hangzhou Enterprises Technological Innovation Association.
