I think itd fall under busking if you receive money from it, so you may need a license in some places but for free it should be legal

In most cities, you do need to get a permit. This controls who's what, where and when. A lot of balloons twisters are out for the money and really don't care so much about the art and entertainment aspect. But as for a permit, contact your city hall. Tell them you're a balloon artist/ twister/entertainer and do you need a permit to twist on the street? If that's the case, you need a permit, they can either transfer you to who you need to speak with, give you a number to call, or just tell you to go downtown in person. In any case, make SURE you tell them you're an entertainer. You're an entertainer with a balloon artist's permit. But whether you speak to someone or not, most likely you will need to go there in person and fill out an application. There is a fee, and some cities do not accept cash. You'll need a check or money order, so find out the fee in advance and have the money order with you when you fill out the application. Now you MAY not get the permit the same day, they'll mail it to you in about a week or so. Along with the entertainer's permit, you'll get a set of rules and regulations as to what you can a can not do. Do read the rules. Also, you NEED to carry the permit with you when you twist. Now some cities like old town in Alexander, Virginia do not require a permit. That's because people there know how to act. There's portrait artists, a magician, and this guy who plays music with glasses. He dips his fingers in water and rubs them in the rims of the glass. I don't like this guy on the video.....the squeaking. After awhile it becomes annoying, at least to me anyway. And a balloon artist is not a robot or a machine just standing there cranking out balloons one after the other, and the people are not just there waiting their turn to get a balloon, and then throw you a few dollars. A good balloon artist is both talented in what they make (WOW look what he/she made) and how they interact with the crowd. Kids and adults alike. If someone asks you what you charge, say: "whatever you care to donate." don't say tips...tips sounds like a few coins or a dollar.
