I'm assuming it's since Cream is polite and she uses the "-san" honorific in the Japanese version, which no one else uses in the series. It probably got translated that way and it stuck with the fans.

It's not really confirmed if she took the ring from his school bag, but to be honest Tails would be in and out of school and college due to having an IQ of three hundred anyway so he wouldn't even be there to be with Cream as a classmate.
