I think Oliver will eventually be like that. I think they're trying to show his evolution into becoming Green Arrow. Like, in the first season he was referred to as "The Hood"; in the second and, so far, third seasons, as "The Arrow". He's also become a little funnier and wittier and a little more laid-back and easy-going. I think the show will eventually get to a place where he really is the character from the comic books, both in his superhero name and personality-wise.
