Wither roses are from animals who died to the wither explosion, you can place it, but all it does is give you the wither affect if you walk into it.

A wither rose drops from mobs killed by the wither. You can plant it on dirt, grass, I think soul sand, and netherrack. When mobs or players stand on it, they get the wither effect for a few seconds. Very useful for mob farms.

You can use the wither rose to complete the "how did we get there" achievement

And what I have heard from Mia in this comment section it also gives you the wither effect. Not sure if normal wither skeletons can make wither roses but they are good if you have a lot of them if you want to make like a weird defense or decorations or something.
