One of the great things about this show is that all the characters evolve over time so when we eventually meet Leonard's dad, or when Beverly meets Mary, Beverly starts acting more emotionally, or like an actual person, kind of like how Niles starts acting with more inflections in the later seasons of Frasier after leaving Mariss

Penny is obviously sober enough to be a designated driver in that scene, at least for her higher tolerance. She is a total mess when drunk. Or they both drank the same amount but Beverly is a lightweight.
