True, the ability to prompt and understand the result gives more creative results. People will learn to be investigative researchers, reporters, analysts to name a few new jobs created with A.I.

A CTO would be Kennedy's OTA or Office of Technical Assessment that tried to engage with the politicians to assess the impact of new technology on American society.
