Actually Freaks is a 12 (it's most likely a 15 due to the extras), I know it was banned in America for over 30 years after it came out and in the UK it was refused a certificate from the BBFC until the 1960s, it went through a few ratings until settling on 12. After watching a video essay on it by Alex Carson (great video by the way, and I would recommend her videos as a whole), I'm actually kind of intrigued to check it out. I believe the story it was originally based on was a fairly sensitive drama (well sensitive by 1920s or whatever standards) but the film was marketed as a horror film and the studio ramped up the violence committed by the circus freaks.
