I played through this dungeon for the first time back in 2020. The story is so heartbreaking and i felt so bad when i realized what happened.

I agree, such a lost opportunity for one of the best if not THE best scripted scenarios in the game :(

You can actually gather all the zombies in the 1st area. Instead of killing the zombies there, just kill the elite mobs while running around kiting the zombies. It worked for me. I also noticed that there may be enough zombies after the 3rd boss when u escort Arthas. Incase you messed up in the first attempt.
