They aren't bots they are NFL fans who came over to see the cameos of random NFL players in this movie. The irony is that they are missing the exact point that this scene is making in the movie, which is when society is crumbling, people gravitate more to sports, meanwhile the villain bane takes advantage of that by using the football game to announce that he is going to cause more destruction.

Fun fact: Pittsburgh is my home city and I remember even from when I was in Kindergarten they were teaching us about Batman for like a week in my town because we’re so close to Pittsburgh. In 5th grade I went to Heinzfield and I asked my guide about how much money Nolan paid for Tom Hardy and the rest of the Steelers to walk on the field and I believe she told me over $1 Million.
