Careful with the words "sleep" and "watch" in this translation. Sleep refers to being "unattuned from nature (mindless). And watch means "being mindful". I don't believe English has words to directly transcribe from original text so they used sleep and watch loosely.

It means that everything that arises within that mind is positive/virtue (love, compassion, patience, concentration, wisdom etc.). There is not even a trace of any negativity. All actions of body and speech begin in the mind, so having a pure mind leads to pure speech and pure actions. Every action performed with this mind leads to happiness, this is enlightenment.
