I think we've got a bit more context now too. It seems to me the Warlord system was always just a precursor to the Seraphim. A stopgap solution to the balance of power and a way to get their hands on the DNA of powerful pirates. If it meant allowing the likes of Crocodile to get away with stuff for a few years, they probably saw it as worth it in the end once they had their clone army.

The worst part is that the whole Warlord system empowered both Blackbeard and Buggy. Buggy would've never made it if it weren't for the WG giving him the Warlord title. Without that title he might've just ended up going back to ID. It also gave him connections which ended up making cross guild possible. And we all know that Cross guild has basically turned Marine hunting into an actual job.

Moria was also one of the best ones. He stopped pirates getting to the New World in the Florian Triangle, he was preparing against a fight with Kaido (the job description) and the only one to try in Marineford. Then he’s the only one who got fired despite Boa actively fighting on the other side. Moria better make a comeback once Koby saves him.

From a pragmatical perspective, keeping an eye on the warlords is less dangerous than letting them join the crew of another Yonkou or even becoming one. The abolishment of the warlord system and their replacement with the seraphims will push ex warlords to band together or join another Yonkou crew

Well, of the original 7: -2 tried to usurp countries -1 tried to raise a zombie army (to conquer the world) -1 was a double agent for the Revolutionary Army -1 defected to Luffy’s crew -2 just did their own thing and didn’t listen to orders. Like, that was pretty flawed.

The warlord are so OP in concept, White Beard and his crew could have been easily annihilated in MarineFord if the Warlords had been actually trying to do their part, but no one of them was actually trying to win the war, some of them were even helping Luffy.

This just shows how good Oda is with continuity and smoothing out his story years later, with the newly introduced Seraphim explaining why the WG was so lenient with the warlords.

Doflamingo was not a failure as far as the government is concerned. By ruling over Dressrosa, he kept a tribe of criminals (the Tontatta) and a couple of renegades (Kyros and Rebecca) imprisoned).

Also the entire story is predicated on power. Luffy is only able to make a difference because he is strong and the weak are only able to have a voice through Luffy's power to save their kingdoms with the strength that he has that they lack. Notice how the one trait above all else that is framed as a significant and meaningful flaw in Luffy is his lack of strength pre-timeskip and it isn't about Rebecca needing to win fights to have value as a person in the context of the narrative, but rather to give her more of a significant role to justify her existence beyond being a token princess that others have to rescue and defend. Differences can't be made without some form of power and that is an inherent truth regardless of whether or not the story endorses it deliberately or on accident. If Luffy was weak, no differences could be made and literally the only sincere value that he sees in himself is his strength, his ability to fight and protect his friends and loved ones. This is a battle shonen, might makes right, even if the story wants to preach otherwise.

Rebecca’s gladiator outfit is explorative, that’s the point. It’s insane to claim Oda don’t love his cake and while I may be nuts, that’s not what I’m saying. I am saying that one thing he loves more than fanservice is the story he’s writing and after Doflamingo is exposed and deposed, Rebecca is always shown wearing gowns. That’s deliberate. She’s the princess of the nation lowered to the status of a fighting slave and coliseum rules mandate minimal armor via a weight restriction. This isn’t a justification to retrofit her slinky gladiatorial attire specifically, it’s purpose is to showcase (exploit) the fighters’ physiques and minimize safety for bloodier bouts. Through all this, despite her position, Rebecca fights peacefully, guarding the heart of her nation all the while suffering the jeers and disdain of her people. And she’s at her limit. Non-violence has brought her nothing but heartache, and the power of the mera mera fruit, is too much temptation for her to refuse. So she buys Lucy lunch and attempt to eliminate him. And Lucy being Luffy, knows her heart was in the kindness and never in the betrayal, dedicates his fists to her cause. Later, she finds out the toy soldier who raised her was the father she had forgotten by the witch’s curse gaslighting her entire, can’t help but think of the unkind things she said to him in her ignorance, and her being devastated is an example of the story and her character being poorly written? For being in her feelings when taunted by her mother’s murderer? And I’m the crazy one.

Honestly Gecko Moria does more for the government (other than Kuma obviously) than the rest of the warlords combined In a werid way it's almost respectable (he's still an ass though)

10:25 Japanese's "Guilty until proven innocent" is well known in Japan. They even have a special term for defendant lawyers which refer to them as just sitting there for a lost cause. The justice System is heavily flawed, but that's because Crime rates in Japan are often extremely low and most people acknoledge that the Criminal is mostly guilty when it happens over there. I am unsure if that Was Oda's intent with the Justice system of the marines, but I do like all the difference justices the Marines have through the series.

The problem is not that rebecca does not fight. Its that she doesn't do anything impressive, or all that important to the story beyond serving as a motivation for others. Comapre her to Shirahoshi, who is extremly similar to her, and yet who's actions and motivations genuinely affects the plot of her arc, has a lot of good moments in said arc, and is likely going to be extremely important to the endgame. The fandom judging rebecca based on her combat proficiency is still completely valid though, because Oda took time out of the story to hype that capacity up, which could, and should have been used for other things, because in the end, she never did anything of note in terms of combat moments. If oda had not hyped her up as a fighter, the fact she wasn't one would not have been a problem. People complain about shirahoshi, but nobody complains one of the character problems is that she never got a fight, and the reason for that is that the narrative never told us that she would do cool things in combat. Rebecca honestly would have been a character if she was written completely as a damsel in distress, rather than as a faux action girl, because in that case she would have done all the things she did in the actual manga, without the letdown of her non existent fighting moments.

i think people who complain about rebecca miss the part where shes litterally a slave gladiator meant to die, of course her armor would be lacking all the other slave gladiators are as well, and i think its admirable where in a situation where the country hates her and shes forced to fight she still refuses to kill depite having the skills to do so

One thing that I would want to point out that distinguishes Riku from Rebecca as far as their moralities go, is that Rebecca wanted to fight and was not allowed an opponent to give her a victory in a fight with. I don't think that all female characters need to fight and do all the same things that men do, but her role in the story was superseded by a male character who completed her role on her behalf. And while that character was her father and the pay off of that moment was good for Kyros' character, it forces her to take a backseat in the parts of the story that she has agency in, and it can't be denied that she would have left a stronger positive impression if she actually was allowed to accomplish anything with her own power. The male to female ratio in One Piece is already disproportionate in a lot of areas. There are far more male characters. Far more male characters are relevant. Far more male characters are strong and accomplish things because of that strength. Far more male characters have more unique designs on average and are allowed to have narrative significance alongside whacky designs. We can't treat Rebecca's situation in a vacuum and pretend that the only character she should be compared to is Riku within the same arc, when this is not the first time a female character has been forced into this situation of powerlessness in favor of a male character accomplishing something on their behalf. And while it creates a good narrative for those characters, a female character does not and should not have to be sacrificed for that purpose. Rebecca could have been written to do more and still be largely a pacifist and still accomplish things within the story because there are numerous male examples in the story that prove that supporting characters can do more than just let others fight on their behalf.

I think people are misrepresenting the Warlord system as a way to create the Seraphim. The Seraphim are only a byproduct. The Warlord system only existed to ensure the World Government has enough manpower to fight the Yonko. Oh, but The Warlords enslave, experiment, torture or kill entire countries... Who cares? The Tenryuubito matter, and nobody else. That's the World Government. That's what needs to survive the Yonko. Oh, but the Warlords don't come when ordered to. Doesn't matter, you don't present yourself when needed, you get your title taken, and another Warlord or the admirals come for your ass. Remember how good Law had it after quitting the Warlords? Fujitora was clapping his ass. Remember Moria? He had to fake his death and lay low for 2 years after getting clapped by Doflamingo. Remember how Mihawk joined Cross Guild just to not get constantly targeted? Nobody likes being bothered that much, even him. "Oh, but Blackbeard got his crew from Impel Down...". Because Luffy organized a prison wide escape with several people inside (Ivan, Mister 2 who sacrificed himself on his own morals) and outside (Boa, another Warlord, who quickly had to leave to not get caught in the cross fire) of the building. What was Blackbeard's plan? Walk in and go straight through Magellan, who quickly defeated Blackbeard's entire crew, and hope everyone in level 6 is on his side after, which Jimbei and Crocodile wouldn't get behind but maybe he could let them get killed while still chained. It was not gonna work! Shiryu was only released because Magellan had his hands full with Luffy and co., and that was the game changer.

The thing about the warlord system is that it’s a mixed bag really. The primary purpose of the warlord system is to be a check on the yonko, which is why they chose figures like mihawk, croc and Moria who all fought yonko in the past. Another purpose is that it somewhat pacifies possible problems such as the merfolk and Amazons which is why jinbei and Hancock were chosen. Yes it’s a corrupt system since it allows for bad actors such as croc, mingo, and jinbei but overall it performed their purpose in the paramount war. The downside with the government is they very rarely look into what the actors motivations are and do not do reconnaissance on their subjects because being an oppressive fascist government is extremely shortsighted
