In England, Local Authorities must carry out a financial assessment, or means test, to help a person determine how much they would need to pay towards their care costs.
English Local Authorities are responsible for identifying and meeting adults’ care needs. They are also responsible for contributing towards the costs of any adult social care. Once your eligible care needs have been established via a care needs assessment, a financial assessment (also known as the ‘means test’) is carried out to establish if you should contribute towards the cost of your care, and whether the local authority will pay for all or some of your care costs.
