Despite the ghost run dude having the run cheated, the water is theoretically possible but very slim, the only way is if it was on bedrock where village spawns can have bugged water. That water would have to be updated by a sheep eating grass.

Actually for the first one the chances are ruined portal being lit are extremely low but it can happen if the portal was completed and a fire spread onto it from nearby if tree leaves or inside it or would that burnt, I've seen it
