The difference between negan and governor is that negan has some sort of remorse. The governor is straight up no mercy physcopath which makes him a true villain.

That’s not true, if that was the case he wouldn’t have changed first of all, governer had remorse and he could change, but he died before changing, if Rick would have killed negan but michonne wouldn’t have killed the governer and kept him in the cage, people would have the said the same thing you said but just the opposite, but for me the governer was more of a villain, negan was a villain but, he started to change in middle of his arc, whereas if governer would have been alive, he would start to change at the end of the show and would end up likely taking his own life because of the things he had done

nah, there’s triple the amount of saviors and all the outposts. the tank can run out of shells eventually, while people can’t run out of hands (unless cut off) also sledgehammers and hammers are easy to find. also they have more weaponry.

I always judge this on their showdowns with rick. Negan gets bodied. A wounded governor beat the piss out of Rick and nearly killed him. Meanwhile a wounded Negan cried.

The governor smashes negan and his entire army and every other villain bro he was a real Monster he had a tank + Military weapons and Merle was his right hand Man. Negan without his army is nothing bro he escaped rick and couldn't fight him. But the governor...he destroyed rick and almost killed him + he destroyed the prison he was one of the most terrifying villain in the show.
