The character Forge is a veteran of the Vietnam War. As an amputee, he lost his limbs during the Vietnam War. When he accidentally summoned a hoard of demons. And then ordered an air strike on his position. His character backstory is always tied up with a War similar to The Punisher. Yes, He has magical powers and mutant abilities.

@@erikbihari3625 No, his brain is basically wired to know how machinery works on a subconscious level thanks to his mutation. While other Inventors need to figure out each step of the process in figuring out how something works or how to build it, Forge can just skip those steps because his brain does it without him realizing it. In an issue of Exiles, where the Legacy virus merged with Warlock, these abilities are what made him the perfect leader of the virus as his power of perfectly knowing technology worked great with a techno organic virus.

when i was with the x-men, i wanted to help them on missions, but since my mutant power isn't exactly combat worthy, forge and i worked together to make some gadgets that'd keep me alive on missions, i like to think i learned allot of my gadgeteering from him

Both. He is mutant power is that he is exceptionally skilled at inventing, particularly advanced technology. He often intuivitely invents things that even he can't explain how he did it. He also has a robotic leg and arm.
