Brother that ain't a soldier that's a law enforcement guy intentionally being inaccurate to make sure he doesn't kill anyone. He's the cover, he's distracting the others so Boyle can land shots. Wendell is a foreigner and using an automatic weapon in foreign land would create so much shitshow anyways. Boyle is a native policeman so he gets a bit leeway plus he's just using a Glock and also he doesn't care.
