I think no govt. Can change a filled space (filled since centuries restricting the futuristic development etc) instead we should shift out capital to a new place or make a barren land (like Dholera or any other geographically safe) completely suitable for the new capital city with proper plan as like noida , gurgaon had been once made.

Vaise sach batau to Delhi India ki capital ke layak nahi hae in my opinion the capital of India should to be like Chandigarh , dehradun, gurgaon, lucknow, Indore, jaipur etc because their Can be no further development of a small place full of dirty roads traffic jams flood and few limited buildings limit the further growth of modified cities since it has been capital of India in the past 700 years delhi experience not much futuristic development as much as other with barren land completely changed their cities due to proper plan and utilisation of completely barren land.
