Basically you're right in that Juggernaut is demi-god tier in power, as he's been shown to be a decent fight for characters like Thor. That said, the being who powers him is way beyond that. Cyttorak is more like a Lovecraftian "great old one". He's the most powerful of a group of 8 elder gods, and was banished to his own dimension because he threatened reality itself. Cyttorak looks sort of like a 100 meter tall Juggernaut if he was wearing armor made of red xenomorph hide. He's also a deity magic users like Dr. Strange channel and borrow magic from as a source of unlimited mystical energy. Basically Juggernaut only gets a tiny fraction of Cyttorak's power.

⁠⁠@@MrSilus2000no he got a fraction because the Octessence wanted to see which entity was more powerful, as Mike said there are 7 other entities similar to Cyttorak who are all mystical demons, Cyttorak is likely the stronger one of them because juggernaut did fight all 7 other avatars of the octessence and whacked them all The thing with the octessence is that, they decided to imbue a fraction of their energy into each artifact (the gems) and let whoever finds their artifacts on Earth receive a fraction to see who’s avatar can take over earth the fastest and thus proving who is the most powerful entity of the 8

Stan Lee said he specifically created the Juggernaut for three reasons: 1. To let the heroes show off their powers against someone they don’t have to be afraid of hurting. 2. To show how clever the heroes can be by finding other methods of resolving the situation. 3. To show off teamwork, such as in the case of the X-Men. The writers often have a hard time meeting the challenge though.

In a last ditch effort he clung to his helmet blocking his view, making him fall into cement that trapped him. It showed that Spidey is both immensely strong, and that he's absolutely willing to die to protect people, as he couldn't deal any damage directly.

@@jahrusalem3658 I believe there are several instances of Hulk stopping and defeating Juggernaut. Found this when looking it up though "Sometimes, Juggernaut and Hulk are portrayed as equals, both having unlimited strength, but at most times, the Hulk is portrayed as the stronger individual. Even the Juggernaut himself states this fact in Juggernaut #2. - Holy Crap, he is so much stronger than you! [Juggernaut] - Yeah, no kidding... I need a minute.

In the original version, Cain Marko and Charles were serving in the Army during the Korean War. Marko went AWOL, and Charles tried to bring him back to his unit. They came under artillery fire and ran into a cave. There the crimson ruby of Cyttorak called to Marko which caused him to reach for it. Charles tried to stop him, but it was too late. The artillery fire had caused some runes to shift in the cave so when Marko touched the ruby and was transformed, the orhers in the Octessence were not awakened. However due to the powersurge into Marko it caused the cave to collapse with Charles bately escaping. He assumed Marko did not survive the cave in, but he did.
