John T. Booker, a former Green Beret in Vietnam and a member of the notorious Black Tigers group, discovers that the members of his unit are being systematically eliminated. Abandoning his role as a schoolteacher, Booker embarks on a cross-country mission to save the surviving members of his group. The orchestrator of the killings is revealed to be his former adversary from Vietnam, Major ARVN Minh Van Thieu. Thieu is determined to silence the remaining members of the group, including their spokesperson, to ensure the election victory of politician Conrad Morgan.
Arriving too late to save the last victim in Denver, Booker confronts the assassin at the airport, delivering a jaw-dropping, mid-air side kick through a plate glass window. He then heads to Washington, posing as Morgan's chauffeur, attempting to thwart the politician's sinister plans. In their final conversation, Morgan declares, "You don't deserve death, but you're not worthy of life," striking Booker on the head. The limousine plunges into the river, leaving only Booker alive.
