1. Most likely no it would never, but I dont see what that has to do with making a model heavily weathered. Ships were also painted and we see most models in raw wood and nobody complains about not beein historically accurate. 2. People tend to think that all navies were the English navy, and the same standards apply, the Spanish navy at the time of trafalgar was seriously struggling without money and without staff, there were peknty of ships in bad condition, and even the Trinidad got a slap of paint to make it look better than it was, for sure things were not on the state I depicted, but be sure things were not as pristine as the hms Victory for sure
