It actually depends on the matchup. If you're going against Orcs with huge hyperbuffed Tauren, yeah, Sleep is much better control. But if you're going against a Nelf massing archers and other cheap ranged, then Sleep is significantly less effective as in GENERAL, killing the unit is more effective than CC unless you can't kill the unit, and then CC is more effective. Dead units do no damage just the same as units that are CC'd, but what's 1 archer going to sleep vs. a huge Tauren? Since Wtii was planning on harassing bases and poking units more than he was winning large teamfights, Carrion Swarm is much better in that regard because it costs a lot at the end of it all to keep healing your units back, especially against UD which doesn't particularly have any good healing items in their Tomb of Relics, and scrolls of healing are trash. Hurting their tech and economy was the strat, so Sleep was overall probably less effective than Carrion Swarm in this instance.
