From a narrative point of view, it does make sense why Luffy was the only one to do it out of all the confirmed CoC users. Whitebeard was about to use Conqueror's but his heart was too weak and he fell to his knees. None of the commanders beside Ace can use that haki and Ace was chained up with sea prism for most of marineford and he doesn't have any control over it. Boa can do it but what reason would she have to use it? She was already blitzing through marines, new world pirates, and even pacifistas with ease. Sengoku wasn't directly involved in fights, he mostly gave orders and barely attacked anyone besides the blackbeard pirates. Garp isn't trying to stop Luffy with his full effort because he doesn't actually want Ace dead

Roger can use divine departure which requires absolutely fucking insane haki control and advanced types with conquerors For whitebeards haki to be on par with roger and even without using his devil fruit means he is stronger than kaido if whitebeard was in his prime
