from what I see the whole going democracy for ottomans thing is generalized a lot in hoi4. Menderes might look like a traditionalist but honestly he's not. He's more of a pro-american than pro-ottoman. Also the fundamentalist part is also kind of strange because most of the fundamentalists in those ages (same problem is still active today in turkey) are just regular anatolian who's following the regional cult's religion. (you can say that the cults are minor sects in islam. They follow their leader religiously) Since ottomans also had their own modernizations against these cults I don't think any majority group of fundamentalists would want to have ottomans either.

If we put aside the menderes thing in a corner, the more accurate way to re-establish the ottomans is just cults putting their own puppet padişah in the throne and making it more like a caliphate that has extremely radical ideology.

In the early 30's japan actually did tried to make an ottoman puppet state around east turkestan and actually there was an actual şehzade in their side for it. I think that attempt called kumul rebellion. That same şehzade suicided in its apartment in new york after all that.

With regional cult, you probably mean tarikat, which was and is actually pretty rare in Anatolia, except for in East and South East Anatolia and some small pockets. About Menderes, I agree with your opinion that he wasn't traditionalist. But his politics looked traditionalist compared to İnönü's some pretty controversial politics. Calling Menderes traditionalist like in HOI4 would be like calling Obama a communist just because he is not a hardliner capitalist like the other US presidents. 😂 I would not call Menderes pro-American, though, but rather anti-Soviet, which was actually triggered by the Soviets with the "Turkish Straits Crisis" and the "Soviet Territorial Claims against Turkey". Neutral Turkey was pretty much pushed by the Soviets towards the Anti-Soviet Block.
