It wasn't kishimoto actually wanted it to be more than just 700 chapters. If it ended with the pain arc so much foreshadowing would have never come to have mattered

The contrast between Itachi and Sasuke defines Sasuke’s character for the rest of the series. He has no interest in killing anyone, even when training with Orochimaru and being urged to kill. He states he only wants to kill one person. Itachi isn’t surprised that Naruto is still alive and even smiles at the thought of Sasuke having a best friend early in Part 1. 2.The elders and danzo didn’t care who summoned the beast they just knew that it was a sharingan user so they deemed the entire clan to be faulty braindead hiruzen just listened to anything they said so talking would do nothing shisui already proved this.
