Of course it can, it is possible. The reclaimed land on MOA and Entertainment city passed the minimum 25 years reclaimed land maturity. Singapore’s reclamation land is a good example of how they used and developed reclaimed land and built even with tall bldgs and multiple subway stations along those reclaimed land. They waited a minimum of 20 years for the Marina bay reclamation to be developed as it is now today.
