it is from a show called McGee and Me that was out on VHS in the early 90s I used to watch it as a kid my parents got them for me.

GAHHHH! PRAISE JIMMY AND THE HOLY BIBBLE! I KNEW I WASN'T CRAZY! I remember having this PC game with this animation on it along with two other stories, and when you clicked something on the main menu he'd go YEEEEOOW! as he flew across the screen, good times.
