Out of prison, into the fire, back to prison. It doesn't have to be that way. Julius Campbell, who spent over a quarter of a century in the Georgia prison system before his recent release, shares invaluable insights into the causes of recidivism and what we the people -- as individuals and as communities -- can do about it. After 26 years of incarceration, Julius has returned home a better rather than bitter man. His transformation while in the criminal justice system was driven by his earnest desire for rehabilitation and his faith. During his time in prison he pursued higher education, graduating from the New Orleans Baptist Theological Seminary with a Bachelor’s degree in Christian Ministry. In addition, he has added a host of necessary skill sets to his tool belt (i.e., mentoring, compassionate coaching, and motivational speaking). Since his release he has continued in his passion of encouraging, educating, and empowering others to finish strong. To anyone who has heard Julius speak previously, as always, he is persuasive and insightful. When the overwhelming majority of monies spent on public safety are spent on punishment (i.e., incarceration) and a pittance spent on rehabilitation, government becomes complicit in creating a system in which recidivism is rampant. If the ultimate focus of our justice system was to return people to society who will become contributing members to that society, the focus of the time spent in prison and the programs for transitioning to outside society would be much different than they are now. In the 1960's, one of the key phrases used to ask for social reform was, "If you are not a part of the solution, then you are a part of the problem." Julius is providing a pathway for citizens to become a part of the solution. We must also educate our politicians on the need for greater rehabilitative services so they may eventually be willing to allocate more funding for correcting criminal behavior, rather than punishing criminal behavior, and only then will recidivism numbers decrease.

Julius has a great idea -- a support hub in every city for returning citizens. I'm a returning citizen myself. In fact, I was in the same prison as Julius for several years and I have a lot of respect for him. I was fortunate to have a support network when I left prison, as he had. But so many returning citizens do not. And resources for us are scarce. Great Ted Talk!

Great topic. Message well delivered and received. We often focus on trying to keep people from going into the system but once they do go in we don’t really consider what happens after they come out. The only thing I can think of that the government offers is first offenders. After first offenders you’re pretty much on your own. As a community we often want our love ones home, of course, but don’t consider what that would actually look like for them. No matter how much the returning citizen may want to change if there is no support or job opportunities than recidivism is likely.
