With most PCs you can disable the off function of the power button in the BIOS or set as such that it needs a long push to turn off, or it turns the PC into suspend mode instead of off.

use some thin plastic from a blister with scotch tape... worky pretty well and its coast free

No, you'll need the whole mobo to disable. Else you can just short a pin to power the pc.
