They don't need a home. They already have one, where they can get all the exercise, playmates, and food they need. Feral dogs live better lives than the house dogs that spend most of their lives locked up in social isolation. Only dogs who were raised by humans, and don't know how to find their own food, need humans to be happy. Forcing these dogs into your house makes about as much sense as forcing any other wild animal to live inside a cramped house.

Good cat owners do the same, just, you know, minus taking them out for walks to the dog park (I know there are owners who take their cats for walks... but most people don't I would think). They are not locked up if the owner is a good owner, and not every owner is abusive or neglectful. People who say otherwise are either trolling, or have a very narrow mindset of the world. A dog's typical lifespan around Chernobyl is 4 years. They get excited out of curiosity of seeing a human, but those dogs aren't aware of what it's like to play, be petted, or live with a human. They are used to being on their own.

Sure, there may be evidence to suggest that certain genes passed down from your parents can make you have a predisposition to forming certain varieties of cancer, but that wouldn't come as a result of being in a radioactive area.

Since I was curious I decided to do a little more research on heritable mutations that come as a result of radiation exposure. In theory, it appears that substantial mutation to the reproductive cells could cause alterations to the DNA which, again in theory, may lead to a higher rate of cancerous tumor formations in the offspring of affected adults. Normally these mutations to the reproductive cells lead to physical mutations of children which are non-malignant, but there is a chance it could lead to cancerous mutations. There's an ongoing study in Japan on children of atomic bomb survivors which records the health effects which may have been passed down from their parents related to exposure to radiation. They found that there was no conclusive evidence to suggest that the children had a higher probability to develop cancer than the rest of the population. TLDR; While in theory, you're right, mutations from radiation exposure could be passed down to your kids in the form of cancerous tumors, it's extremely unlikely and they would have the same chance of getting cancer whether or not you had been exposed to radiation. Deformities would be the more likely scenario if there were any outcome.
