I am assuming this scene was made intentionally hilarious. When Sugiyama dunks on poor Ohno's cousin and he gets a literal death stare, perfect scene.

It’s an intelligent move from Toranaga. He waits for his allied opponents to distrust and tear each other apart so he can strike with full force when they are at their most beleaguered state.

Can someone explain why the incense is lit where the council member was sitting?

I'm not an expert in history but I am related to the culture. The incense, aside from being aromatic and an insect repellant was also used as a time-telling device. Then replacing an incense and the light changing is a way to indicate the meeting lasted more than one incense, which depending on the incense, would be something like four hours.
