On 1 July 2020, Somaliland and Taiwan signed a major strategic agreement. As part of this, they decided to establish representative offices in each other's capitals. While there is no doubt that this is a major development for both countries, what does it mean in real terms? Does it mean that they now recognise each other as sovereign independent states?

The Republic of Somaliland and the Republic of China, better known as Taiwan, are two of the most prominent de facto states on the international stage. It was therefore major news when the two announced that they had signed a major strategic agreement that would expand the range of their relationship and see them set up representative offices in Taipei and Hargeisa. To be sure, it will have been a boost for both. Despite reclaiming its independence 30 years ago, and have close relations with many countries, Somaliland is still unrecognised internationally. Likewise, in recent years Taiwan has seen the number of recognitions decline as the People's Republic of China has persuade moire and more countries to switch their recognition. This agreement will be a boost for both. However, does it amount to formal recognition and the establishment of diplomatic relations. On balance, it seems not. However, on closer inspection, it actually has the potential to deliver a lot more to both countries.

@roger darthwell Thanks, Roger. It isn't always easy. But I do try my best. Part of the reason I established the channel was because I love to discuss these issues. And I live the fact that when I post a video I get so many interesting comments and responses - often form the country or region I am covering. It is a rare chance to have these discussions, especially now. Fortunately, the channel is still small enough to be able to answer a lot of questions and I hope that I can continue to do so. It is one of the most interesting and fun elements of doing KZfaq.

Recognizing is the job of our government, but as a Taiwanese, Somaliland is a democratic country to me, probably the best in the horn of Africa. Hopefully I've got the chance to go there someday.

The more I look at Somaliland, the more it is clear that it has an incredibly powerful case for international recognition and UN membership! From all I can see, the key is to try to get one major African state to recognise Somaliland and others will hopefully start to follow.

Thanks so much, James. case closed! We really needed someone to clear the ambiguous situation which might have been done deliberately. It is ironic that two countries that want recognition the most didn't give it to one another and you've clarified why. I just want to add SL gave up on this small recognition for a bigger one. Maybe it is the beginning of a new policy where SL make similar deals with everyone. Arguably, it is better than what SL has at the moment, but SL is in a very dangerous region where recognition is a security matter in its self.

Hello, Abdi. Thanks. Yes, I hope I explained why the arrangement that Somaliland and Taiwan have reached actually makes a lot of sense. While it may not be formal recognition, this doesn't actually matter. It really is beneficial in more important ways. And the fact that it has attracted international attention actually serves the purpose of reminding the world that they are both there and need to be noticed. I hope all else is well with you. SOMALILAND gained it's independence from Great Britain on 26 June 1960 and united with it's neighboring failed Country of somalia that took it's independence from Italy on 1 July 1960 then after that Country spoiled the stability and caused civil wars then the Republic of SOMALILAND reclaimed it's independence on 18 May 1991 and until now it's independent Country with it's own Flag, Land, territory, currency, military, president, parliaments, political parties and achieved to do several democratic presidential and parliamentary elections and it really occupied anything needed for independent Country and it is also a peaceful Country so we would call to the International communities to recognize this holy rich of natural resources Country of the Republic of SOMALILAND 💚😍❤

1. The Acts of Union were never signed. 2. There was never a united constitution 3. Somalia was a UN trusteeship 1950-60, why would Italy grant independence? 4. There was a gentlemen's agreement to unite, this was never formalised or legalised. 5. The intended Union was for Djibouti, Somaliland, Haud-Ethiopia, Nfd-Kenya and Somalia. 6. Somalia made an application for membership to UN 1July1960, UN granted membership 5July1960 law No:141 7. UN granted membership to a single state "The republic of Somalia" 8. Somaliland *** I think Somaliland's membership was assigned to Somalia via UN law 141. I cant find enough info 9. Somaliland disturbed Somalia's perfect clan-balance-of-power in 1July1960. 10. Somaliland's departure from Somalia's Executive, Parliament and Judiciary will restore Somalia'sclan- balance-of-power

Thank you for your neutral and well explained situation between Somaliland and Taiwan. I hope Taiwan becomes extremely wealthy along with Somaliland and that they together can impact the world's economy drastically and demand recognition through their economic powerhouses. Somaliland has vast natural resources and Taiwan can help them manage properly. Plus Somaliland can influence maritime route towards the west and the east hugely along with Taiwan's influence.

Somaliland does indeed have vast quantity of rich natural resources and if property utilized could make somaliland very powerful. Somaliland needs to invest heavily in its agricultural sector. The country currently imports 90% of its food. I would love to help with somaliland food security and inshallah hope to open an agriculture company in hargeis. Have you heard about horn gardens by hashi in hargeisa? It's a thriving agricultural business. Jazakallahu khair and may Allah bless you brother.

Ireland has diplomatic relations with Palestine with representative offices though there is no formal recognition. This situation could end up like that. If Taiwan did officially recognise Somaliland, its cause might be taken more seriously by other countries, maybe UN members who still recognise the ROC could then recognise Somaliland.

Yes, it really is an interesting situation in so many ways. When the news broke it seemed that there was a bit of confusion about what exactly had happened. Just the sort of situation I really love to delve into. Overall, the agreement as it appears to be structured makes a lot of sense. I suspect Hargeisa was a little more reluctant than Taipei to push things any further. It will be interesting to see how Beijing reacts, if at all. My sense is that this will fall just ok the right side of the irritation/anger line. With luck, it might force the PRC to take Somaliland a little more seriously. This is going to be a really interesting situation to follow. Anyway, how is everything with you? I hope all is well.

Thank you James. You have certainly grounded my expectation in a positive manner. I am of the view that recognition is far over-rated. The Westphalia model of statehood and its 'sovereign' instruments are under threat. On the one hand, Statehood has yet to pay dividends to post-colonial states since gaining independence in the 60ies. While on the other I am yet unable to comprehend the replacement of "sovereign-protection". The gulf between developed and developing countries creates a distortion in perspective. From a developed-world perspective, sovereignty may have been outgrown, as the benefits of membership in regional or the international society offer an attractive expansion of wellbeing. For the developing world, there is as yet no substitute for sovereign instrumental functions to build necessary social trust to embrace concepts such as regionalism or globalism. Observing recent events in Ethiopia, which is both the headquarters of the African Union and key pillar in Horn of Africa integration; dampens the potential for integration. In so far as the United Nations, it's farewell is glimpsed by such acts as, appointing Somalia to a key post in the organization, while awarding Kenya head of the African representation for the security council. United Nations obituary is being written, if the league of nations met their demise in WWII, the United Nations has in post-cold war-conflicts. Without the balance of power that awarded the UN prominence in execution or championing Soft-power models; states and regions take unilateral action without consideration of UN consequence. Operation Linda Nchi 2011, when Kenya Unilaterally decided to invade Somalia, the UN did not so much as flinch, rather it capitulated and accepted an inevitable truth; it was no longer a significant player. I have no affinity for patriarchal delinquency nor do i relish Somaliland's ancient matriarchal folklore, but I am warming up to the ideas of Tickner(2001 ), Strange(1996) and Young(2004). The international fundamental principle should reconsider; Human needs to be free from fear, harm, and anxiety. In some settings, Sovereignty must be preserved as part of delivering such freedom, while those free should have a league of their own to exercise their desire for communion with whoever shares such ideals. It is most infuriating that the UN in its glass towers up in the clouds should posses a FIXED lens on the evolution of statehood or sovereignty. It is most inappropriate that UN wield any power in a singular setting for vastly unequal forms of states or sovereignties. UN shoots itself in the foot when it accepts a failed state unable to deliver the most basic of services to its citizens for 30years, while countries like Taiwan and Somaliland lack any representation or inclusion in global discourse. If the UN does not know it has failed, the international arena is possessed by a ghost institution in need of an exorcism. I do hope when we eventually lay it to rest, what inherits its place is neither patriarchal nor matriarchal dominated. I have no fancy title for it but the equivalent of secular, an epicene international arena. It would be most exciting to give those in need of a level playing field a chance to contribute.

Hi James, This is a well-articulated analysis of the new relationship between the two unrecognised states; fully agree with your critics. As you said, there could be a mutual benefit for both states. Somaliland may benefit from economic relations while Taiwan may take advantage of its footprint in Africa. However, my biggest worry is that this relation may affect Somaliland’s quest for international recognition concerning China’s apprehension about these new developments.

Thanks so much, Mohamed! I think this is a very serious concern for many. As I mentioned, I think the decision to stop short of formal recognition makes a lot of sense for just this reason. And its hardly as if Beijing was doing anything to help Somaliland in the meantime.

Hey, good video.Than you for speaking about Somaliland. Can you make a video about the recent things going on between Taiwan and Somaliland where the foreign minister met with Taiwan president. Could you also speak on future consequences of this relationship by china, like if Berbera port will be affected and if Ethiopia imports from China that goes through Berbera port will be sanction. As we have seen china has started blocking Lithuania due to their relationship with Taiwan. And also how it will affect the Somaliland path to recognition, because China has a veto in the un and it could block any attempts for recognition .

I was born in England, United Kingdom 🇬🇧 but both my parents were born in Somaliland, I claim somaliland with my chest proudly and will always fight for my people. Somalia is our brother and neighbors, but politically we want independence from that and are determined in getting it. I wasn't really aware of the situation regarding Taiwan and China relations, but upon looking and understanding Somalilands and somalias, I found many similarities between Taiwan and somaliland. I'm very happy to know both countries are strong allies and I'm looking forward to seeing what the future has in store for our people. We love and support you, people of Taiwan 🇹🇼💚🤍♥️

It isn't (officially) recognition because neither territory is a recognized state, but it still matters due to the impact it'll have on both economies.

Morning! I hope you are well. It actually get rather interesting and potentially mind-blowingly confusing. Technically, and traditionally, most international lawyers would say that statehood is not dependent on recognition. A territory is a state if it meets the criteria. In that sense Taiwan and Somaliland are in fact states. And as states exerting sovereignty, they are perfectly entitled to recognise the sovereign independence of any other territory. But we do get into very strange territory when we start to talk about recognition beyond UN members. If a UN member recognises the statehood and sovereignty of a non-UN member, then the legitimacy that confers is clearly significant. But what happens when it then effectively uses part of that legitimacy to recognise another non-UN state? I didn't want to go into the legal complexities of these situations (although I hope to do a video on it at some point).
