Bolvar never died, he was dying from the Forsaken blight though, however the red dragonfire brought him into a state between life and death but not undeath. So technically he's both alive and dead but he was never reanimated by the Lich King.

lore clearly says he was dead and REANIMATED by the dragon’s flames he is as undead as Calia Menethil is undead via Naaru resurrection.
